Vilayat Abdullayev was born in 1964. He graduated from the Faculty of Law of Baku State University in 1994.
Between 1994 and 2001, he held various leadership roles at the Joint-Stock Commercial Agrarian Industrial Bank. From 2001 to 2025, he served in a number of senior management positions at Aqrarkredit CJSC, including as Member of the Management Board.
From 1999 to 2014, he served as Member of the Supervisory Board of Azər-Türk Bank OJSC.
Between 2016 and 2025, he served as Chairman of the Legal Commission of the Confederation of Entrepreneurs of Azerbaijan.
By Presidential Decree No. 761 dated 3 February 2016, he was appointed as a member of the Appeals Council under the President of the Republic of Azerbaijan.
Since June 2025, he has served as Senior Advisor at Aqrarkredit CJSC.
Ilham Budagov was born in 1970. He graduated from the Azerbaijan Polytechnic Institute in 1992 with a degree in Automotive Engineering and Transport Management. In 2010, he was awarded a PhD in Technical Sciences by decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan. In 2011, he graduated with distinction from Azerbaijan University of Architecture and Construction with a bachelor’s degree in Engineering Economics and Management.
He began his professional career in 1992 as an Economist at the Baku Motor Transport Base of Azərittifaq. Between 1993 and 2005, he served as Director of Hasan-su KM. From 2006 to 2008, he worked as Senior Laboratory Assistant at Azerbaijan University of Architecture and Construction.
Between 2008 and 2025, he held senior leadership positions in banks and other financial institutions, including roles as Chairman of the Audit Committee and Member of the Supervisory Board.
Since May 2025, he has served as Senior Advisor at Aqrarkredit CJSC.
Hikmat Nazirov was born in 1976. He earned his bachelor’s degree in Economics from Anadolu University, Republic of Türkiye, in 1997.
Between 1998 and 2004, he held various positions at Aghstafa Telecommunications Hub. From 2004 to 2011, he worked in different roles at TuranBank OJSC.
Between 2011 and 2014, he worked at Azerbaijan Credit Bank OJSC, and from 2015 to 2025 served as Director of the Finance Department at Gunay Bank OJSC.
Since May 2025, he has served as Senior Advisor at Aqrarkredit CJSC.
Imran Mammadov was born in 1976 in Baku. In 1998, he earned a bachelor’s degree in Economics from Dokuz Eylül University in Türkiye. In 2003, he obtained a master’s degree in Business from the University of Strathclyde in the United Kingdom.
He began his professional career in 1999 at TuranBank OJSC, where he held various positions until 2006.
Between 2006 and 2016, he served as Chief Inspector at the Central Bank of the Republic of Azerbaijan. From 2016 to 2019, he served as Director of the Banking Supervision Department and Member of the Management Board of the Financial Market Supervisory Authority.
Since March 2020, he has held various senior leadership roles at Aqrarkredit CJSC and currently serves as Senior Advisor.
Emil Mustafayev was born in 1973 in Baku. He earned his bachelor’s degree in Credit from Azerbaijan State University of Economics in 1995 and obtained an MBA from Manchester Business School, University of Manchester, United Kingdom, in 2014.
He began his professional career in 1992 as an Economist at Atra Joint-Stock Commercial Bank.
Between 1994 and 2006, he held various senior positions at the International Bank of Azerbaijan OJSC, including Director of the Credit Department.
From 2002 to 2006, he served as Deputy Chairman of the Management Board; from 2006 to 2015, First Deputy Chairman of the Management Board; and from 2015 to 2018, Advisor to the Chairman of the Management Board.
Since 2018, he has continued in senior leadership roles at Aqrarkredit CJSC and currently serves as Senior Advisor.
