Anar Karimov was born in 1979. He graduated with distinction from Baku State University, earning bachelor’s and master’s degrees in International Law in 1999 and 2002, respectively. In 2001, he obtained a master’s degree in International Economic Law from American University in Washington, D.C., United States.
Mr. Karimov began his professional career in 2001 as Legal Counsel at the U.S.-Azerbaijan Chamber of Commerce. Between 2002 and 2005, he served as Attaché and Third Secretary in the Economic Cooperation and Development Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan. From 2005 to 2006, he worked as Third Secretary at the Embassy of the Republic of Azerbaijan in Switzerland.
Between 2007 and 2010, he served as Senior Legal Counsel for Türkiye and Central Asia at the Islamic Development Bank in Saudi Arabia. From 2010 to 2011, he held leadership positions at the Ministry of Economic Development of the Republic of Azerbaijan, serving as Deputy Head and later Head of departments responsible for foreign investment and economic relations.
Between 2011 and 2018, Mr. Karimov worked as an expert on international projects and held senior executive roles in the private sector.
He has been a member of the Azerbaijan Bar Association, co-founder of the Azerbaijan-British Lawyers Association, and Vice President of the Azerbaijan-Italy Chamber of Commerce.
Mr. Karimov holds a PhD-equivalent academic qualification in Law and has lectured in the English-language master’s program at the Faculty of Law of Baku State University.
From 2019 to 2025, he served as Deputy Minister of Labour and Social Protection of Population of the Republic of Azerbaijan.
By Presidential Order dated 15 April 2025, he was appointed First Deputy Minister of Finance of the Republic of Azerbaijan.
Since June 2025, he has served as Chairman of the Supervisory Board of Aqrarkredit CJSC.
Gunduz Aliyev was born in 1986 in Jalilabad. He graduated with distinction from Baku State University, earning bachelor’s and master’s degrees in Mechanics and Mathematics in 2007 and 2010, respectively. In 2022–2023, he completed the MicroMasters program in Data, Economics, and Development Policy at the Massachusetts Institute of Technology (MIT).
Mr. Aliyev entered public service in 2010 at the State Insurance Supervision Service under the Ministry of Finance of the Republic of Azerbaijan. In 2016, he was appointed Senior Advisor in the Financial Services Policy Department of the Ministry, and since 2018 has served as Deputy Head of the same department.
He holds the civil service rank of Junior State Counselor.
Since 2021, he has served as a member of the Supervisory Board of the Agricultural Insurance Fund. By Presidential Order dated 16 July 2022, he was appointed a member of the Supervisory Board of the Azerbaijan State Insurance Commercial Company. Since 16 February 2024, he has served as Chairman of the Liquidation Commission of the same entity. Since 6 October 2025, he has also served as a member of the Board of Trustees of the Deposit Insurance Fund.
Since February 2026, he has served as a Member of the Supervisory Board of Aqrarkredit CJSC.
Osman Khaliyev was born in 1985 in Sumgayit. In 2007, he earned a bachelor’s degree in Economic Cybernetics from the Azerbaijan State University of Economics and completed a master’s degree in Information Technology in Management in 2010. Between 2012 and 2014, he obtained an MBA from Brandeis University in the United States.
Between 2010 and 2011, he worked as an Operations Specialist at AccessBank CJSC, followed by a role as Specialist at the Central Bank of the Republic of Azerbaijan from 2011 to 2012.
From 2014 to 2015, he served as Consultant at Global Atlantic Partners LLC in Boston, United States. Between 2016 and 2020, he held business development management and executive positions at several companies operating in the agriculture and food industries.
From 2020 to 2025, Mr. Khaliyev held a number of senior positions at the Entrepreneurship Development Fund of the Republic of Azerbaijan, including Advisor to the Chairman of the Management Board, Deputy Chairman of the Management Board, and Chairman of the Management Board.
In May 2025, he was appointed Deputy Chairman of the Management Board of the Azerbaijan Business Development Fund.
Since August 2022, he has served as a Member of the Supervisory Board of Aqrarkredit CJSC.
